Unless otherwise indicated, applicants must pay administrative hearing fees at the time they request an administrative hearing.
The N.C. Division of Motor Vehicles does not process hearing requests without the applicable fee paid in full.
Waived Hearing Fees
NCDMV waives administrative hearing fees for applicants who meet household income criteria and have submitted an
Hearing Fee Waiver Affidavit with their written hearing request. (The
form is also available in Spanish.)
Effective July 16, 2018, all Affidavits of Indigence must be accompanied by documentation verifying the applicant’s income. Examples of verification documentation include, but are not limited to:
- A recent W-2 form
- A recent 1099 form
- Tax statements
- Pay stubs
- Written proof of government assistance

Driver License Hearings
Fees for hearings related to driver licenses can also be paid at
any NCDMV driver license location or online. NCDMV an online service called PayIt. PayIt collects a $3 fee per online transaction plus a 1.85 percent card processing fee, These fees are used to deliver quality services more efficiently with no upfront costs to NCDMV. The State of North Carolina does not collect or benefit from the transaction or processing fees.
