The NC FIRST Commission submitted its
final report to former Transportation Secretary Eric Boyette on Jan. 8, 2021. The report includes a recommendation for an additional investment of at least $20 billion over the next ten years. The report includes a series of revenue and finance options that will modernize and diversify how transportation is funded.
NC FIRST was created in March 2019 by then Transportation Secretary Jim Trogdon. This
13-member commission was composed of a diverse group of individuals with expertise in finance, business and public policy.
Members of the NC FIRST Commission were tasked with evaluating North Carolina's current and future transportation investment needs and advising the secretary of new or better ways to ensure that critical financial resources are available in the future.
The commission researched emerging trends and considered the impact new technologies and changing demographics would have on North Carolina's current funding model as they made informed and forward-thinking recommendations of how to address these changes.
