Explanation of & Reason for Proposed Rule
Session Law 2016-74 amended G.S. 20-297 to allow
motor vehicle dealers to maintain required business records in an
electronic, (rather than paper), format. This legislation also directs
the Division of Motor Vehicles to adopt rules consistent with the act's
provisions. These proposed rules amend current authority to clarify that
dealers may maintain electronic records and direct the manner in which
such record are to be disclosed to the Division.
