NCTA to Provide Technical Information to Potential
Bidders for Complete 540 Project
The North Carolina Turnpike Authority (NCTA), in concert with the
North Carolina Department of Transportation (NCDOT), intend to begin procurement
for three separate Design-Build contracts that will extend the Triangle
Expressway toll facility from the NC 55 Bypass in Apex, NC to I-40 southeast of
Raleigh, NC. The contract value for the three projects, spanning 16 miles, is
estimated at nearly $1 billion. For more information about this project,

In anticipation of these procurements, the first of which will
begin in April 2018, the NCTA and NCDOT will host an optional industry event to
discuss the projects and the upcoming procurements. The industry event will be
held on April 12, 2018 at the McKimmon Center at NC State University, located at 1101
Gorman Street in Raleigh. The industry event will be comprised of two sessions,
with the opportunity for networking among the sessions’ participants. The first
session will be a DBE Outreach Session and the second session will be a
traditional Industry Forum. The DBE Outreach Session will include information on
certification, support services, DBE utilization and compliance, laws governing
DBE work with NCDOT, as well as a discussion on project scope, DBE goals and
project contracting opportunities.
The DBE Outreach
Session will be held from 9:30 a.m. to 11:30 a.m. with a targeted
audience of DBE firms interested in contracting opportunities for these
projects. The DBE Outreach Session will be followed by an Industry Forum with a
targeted audience of prime contractors, subcontractors, private engineering
firms and professional services firms interested in pursuing work as part of a
Design-Build Team. Toll system equipment and integration will not be a part of
these contracts.
The Industry Forum will be held from 1:00 p.m. to
3:00 p.m. Prospective Design-Build Team members are encouraged to
attend the Industry Forum to review the projects and the Design-Build
procurement process. This Industry Forum will include a discussion on the
project scope, opportunities for innovation in the project design and
construction, contract procurement timelines, right of way acquisition,
permitting status, major utility coordination and other project details, as well
as a discussion regarding the NCTA Design-Build procurement process for these
contracts. There will also be ample time for a question and answer session.
