​​As director of strategic planning and programming, Kristin Barnes is responsible for creating and managing strategic initiatives, prioritizing projects, allocating resources, and ensuring alignment with local, regional and statewide goals for the N.C. Department of Transportation.
She also coordinates with internal departments and external stakeholders to develop programs that meet current and future transportation needs, while maintaining a focus on safety, sustainability and efficiency. Additionally, she monitors performance metrics to assess the effectiveness of transportation programs and adjusts strategies as needed.
She has spent her entire professional career at NCDOT, starting in 2012 in the Transportation Engineering Associates Program. She has also worked at NCDOT headquarters in Raleigh and at Highway Division 4 in Wilson.
During her tenure, she has held various positions including deputy division maintenance engineer, district engineer, deputy division engineer and director of highway operations. She has also supported numerous new initiatives and fostered effective communication with stakeholders, particularly in the areas of maintenance and operations.
Kristin is a graduate of N.C. State University. She resides in Rocky Mount with her husband, who works in the peanut industry, and their three children.​​
