Draft Work Program

The draft 5-Year Work Program contains the projects, programs and services that NCDOT will execute from 2010-2014 to improve safety, make our transportation network last longer and help people get where they need to go more efficiently.

The draft 5-Year Work Program is more than just a list of construction projects. It encompasses all the work the department will do from 2010-2014. That includes N.C. Division of Motor Vehicle programs, Governor’s Highway Safety Program campaigns, creating the State map, delivering ferry and aviation services, and day-to-day administrative duties.

The draft 5-Year Work Program also shows how much money NCDOT has budgeted for the projects, programs and services it will provide. Every transportation dollar the department plans to spend from 2010-2014 will be noted in the work program.

The N.C. Board of Transportation and the public will hold NCDOT staff accountable for accomplishing what is listed in the work program.

Strategic Prioritization

NCDOT has established a new strategic planning process, which is built on professional, transparent and strategic decision making. This new process will use facts about pavement condition, traffic congestion and road safety, as well as input from local governments and NCDOT staff to determine the department’s priorities. This data-driven approach will put projects for all modes of transportation in priority order, based on the department’s goals, and serve as the primary input source for the State Transportation Improvement Program (STIP).

Prioritization Template Information

Proposed Urban Loop Prioritization Process:

NCDOT is proposing a separate prioritization process for ranking urban loop projects. The 1989 Highway Trust Fund and its subsequent amendments established 10 urban loops across the state.

The proposed “factors” and scoring methodology are outlined below in the draft report. The department invites you to review the report and share your comments on any aspect of the proposed process by clicking on the “Contact Us” link below.

NCDOT is particularly interested in whether the “factors” described are relevant and if the proposed scoring methodology is appropriate. Please submit your comments by Monday, Nov. 30, at 5 p.m.
