NCDOT Sponsor-A-Highway Program
The North Carolina Sponsor-A-Highway Program provides a means for businesses, individuals and other organizations to sponsor roadside litter removal.
Per the terms of the program, sponsors will hire the prequalified and approved Service Providers to perform highway litter removal along one-mile segments. This public private partnership is pursuant to North Carolina SECTION 3. General Statute 136-28.1 (l): "The Department of Transportation may enter into contracts for public-private participation in providing litter removal from State right-of-way. Selection of firms to perform this work shall be made using a best value procurement process and shall be without regard to other provisions of law regarding the Adopt-A-Highway Program administered by the Department. Acknowledgement of sponsors may be indicated by appropriate signs that shall be owned by the Department of Transportation. The size, style, specifications, and content of the signs shall be determined in the sole discretion of the Department of Transportation. The Department of Transportation may issue guidelines, rules, and policies necessary to administer this subsection."
The NCDOT selected two "Service Providers" based on their technical proposals. They are Adopt A Highway Maintenance Corporation of Santa Ana, CA, and Adopt-A-Highway Litter Removal Service of America, Inc. of Encinitas, CA. Both companies have a 20-year history in the roadside litter removal industry, and will use their own staff, that's trained to work on interstates and other high traffic roads.
In return for sponsoring a highway segment cleanup, Sponsors will have a logo acknowledgement panel attached to the Sponsor-A-Highway program sign. The SAH sign is installed at or near the location of where the sponsored segment begins.

Any agreements or contracts entered by the Sponsors and Service Providers are between these parties and do not include the NCDOT. Further, the NCDOT is not involved in receiving or providing compensation in regards to the Sponsor-A-Highway Program or any agreement or contract between Sponsors and Service Providers.
Phase 1: Available roadways include all of Interstate 95 and Interstate 40 from the Orange-Durham county-line at Exit 270 to Kings Grant Road in New Hanover County. Each travel direction has its own one-mile segments.

Phase 2: Available roadways include all listed below. The various links in the list below provide roadway mile markers or GPS points giving an approximate location along the highway. It will be necessary to work closely with a service provider in order to determine the segment to be sponsored.
