David Ulmer oversees NCDOT’s information technology functions, including enterprise services, IT administration, the business systems information portal support center, the Division of Motor Vehicles computer systems and all engineering transportation systems.
Ulmer spent 10 years as a technology executive at Bank of America (BAC), where he most recently was senior vice president for Global Technology & Operations, overseeing the technology side of regulatory and legal compliance matters for the banking giant. He previously led an initiative to improve internal IT processes and stabilize the technology platform on the consumer side of BAC’s business operations.
Prior to joining BAC, Ulmer was executive vice president and director of consulting for Synapse. He also previously worked as a supply chain consultant in forecasting, distribution and manufacturing optimization for Manugistics and as a sales and software engineer. He earned a Masters in Business Administration from Emory University and a Bachelor of Arts from Furman University.
