Mark Foster oversees the development and execution of the department’s fiscal operations including the North Carolina Turnpike Authority. The annual NCDOT budgets for FY 14 and FY15 are $4.3 billion and $5.5 billion, respectively.
Prior to joining NCDOT in 2003, Mark owned Foster Consulting Services and directed finance, accounting, human resources and business services administration for Ryder System, Inc. Mark holds an MBA from the University of North Carolina at Chapel Hill and a BBA in finance from the University of Notre Dame. He is also a Certified Public Accountant.
