Bruce Dillard

Bruce Dillard reports directly to the Secretary of Transportation and is responsible for ensuring that the department’s risk management plan, internal controls, policies and procedures are adequate and functioning in a manner that is compliant with policies, procedures, laws and regulations.

The Office of Inspector General is structured into three operating units:

  • The Financial and Organizational Performance Audit Unit is responsible for internal financial and compliance audits, information technology audits and organizational performance;
  • The External Audit Unit manages single audit compliance, consultant, railroad, utility and Disadvantaged Business Enterprise compliance audits; and
  • The Investigations Unit manages fraud investigations, waste investigations and bid monitoring functions for the department.

Dillard received a bachelor of arts from Methodist University and masters in business administration from East Carolina University. He is a certified public accountant with the state of North Carolina. Prior to joining NCDOT in 1975 as an auditor, he was employed with the U.S. Government Accountability Office and the CPA firm of Haskins and Sells.
